Volunteers are prepared to serve as expert resources to their communities. They link individuals/groups with services, and focus on capacity building. 40 Community Health Volunteers annually are assigned to village clinics, where they assist w/logistics, deliver training on MCH days, etc. They work with local primary schools, sponsor Health Clubs, or work with the school administration to construct clean water sources, build latrines, etc. They support local PLWA groups in planning for adherence to drug regimens and retention within the systems of care, income generation, outreach. 40 Environment/Agriculture Volunteers support PLWA groups to increase access to nutritious food, and to use local resources effectively. High value horticulture & animal husbandry increase both income and nutrition, and impact stigma at the local level. Water access is also a common activity. In-Service Trainings for themselves and their counterparts prepare them to deliver the specific services which their communities desire. Small grants give communities an opportunity to practice new skills. Targets are met through small group activities, peer education, community events and outreach.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
