  Cross-cutting attributions are areas of PEPFAR programming that contribute across several program areas. They contain limited indicative information related to aspects such as human resources, health infrastructure, or key populations programming. However, they represent only a small proportion of the total funds that PEPFAR allocates through the COP process. Additionally, they have changed significantly over the years. Targets

  PEPFAR sets targets using the Monitoring, Evaluation, and Reporting (MER) System - documentation for which can be found on PEPFAR's website at https://www.pepfar.gov/reports/guidance/. As with most data on this website, the targets here have been extracted from the COP documents. Targets are for the fiscal year following each COP year, such that selecting 2016 will access targets for FY2017. This feature is currently experimental and should be used for exploratory purposes only at present.
Advanced Selection

Program Areas

Program areas (called "Strategic Areas" in the COPs/ROPs) are broad general areas of HIV programming. For planned funding, there are five: Care, Governance and Systems, Management and Operations, Prevention, and Treatment. The following definitions for the individual program areas come from PEPFAR's own data dashboard, with the exception of Management and Operations.

Management and Operations

Management and Operations primarily encompasses the HVMS budget code. It generally consists of PEPFAR’s costs of doing business on the ground including elements such as USG staff salaries and benefits, travel expenses, office space expenses, etc. In addition, since the 2010 COP cycle and depending on the program responsibilities of the staff in each country/region, a percentage of USG staff and benefits expenses are given budget codes that are associated with other program areas. The specifics of these allocations, however, are only known from the 2013 COP year where PEPFAR has released the data on their dashboard. This means the Management and Operations Program Area for 2010 - 2012 and for 2014 are likely understated in our database. We are working to resolve the issue with PEPFAR.

Prevention

The Planned Funding Prevention program area encompasses the following Budget Codes: Blood Safety (HMBL), Injection Safety (HMIN), Injecting and Non-Injecting Drug Use (IDUP), Prevention of Mother to Child Transmission (MTCT), Sexual Prevention: Abstinence/Be Faithful (HVAB), Sexual Prevention: Other Sexual Prevention (HVOP), and Voluntary Medical Male Circumcision (CIRC).

Testing

The Testing program area encompasses only the HIV Testing and Counseling (HVCT) budget code. Traditionally, PEPFAR has coded HIV testing as part of the Prevention program area. It has been separated here as testing alone is not a prevention activity and is critical for both prevention and treatment programs.
