PEPFAR's annual planning process is done either at the country (COP) or regional level (ROP).
PEPFAR's programs are implemented through implementing partners who apply for funding based on PEPFAR's published Requests for Applications.
Since 2010, PEPFAR COPs have grouped implementing partners according to an organizational type. We have retroactively applied these classifications to earlier years in the database as well.
Also called "Strategic Areas", these are general areas of HIV programming. Each program area has several corresponding budget codes.
Specific areas of HIV programming. Budget Codes are the lowest level of spending data available.
Expenditure Program Areas track general areas of PEPFAR expenditure.
Expenditure Sub-Program Areas track more specific PEPFAR expenditures.
Object classes provide highly specific ways that implementing partners are spending PEPFAR funds on programming.
Cross-cutting attributions are areas of PEPFAR programming that contribute across several program areas. They contain limited indicative information related to aspects such as human resources, health infrastructure, or key populations programming. However, they represent only a small proportion of the total funds that PEPFAR allocates through the COP process. Additionally, they have changed significantly over the years. Beneficiary Expenditure data identify how PEPFAR programming is targeted at reaching different populations.
Sub-Beneficiary Expenditure data highlight more specific populations targeted for HIV prevention and treatment interventions.
PEPFAR sets targets using the Monitoring, Evaluation, and Reporting (MER) System - documentation for which can be found on PEPFAR's website at https://www.pepfar.gov/reports/guidance/. As with most data on this website, the targets here have been extracted from the COP documents. Targets are for the fiscal year following each COP year, such that selecting 2016 will access targets for FY2017. This feature is currently experimental and should be used for exploratory purposes only at present.

CARE will contribute towards creating AIDS-free generation goal by supporting the GRZ in the implementing PMTCT, HCT, PMTCT and TB/ HIV interventions in the three districts: Chadiza, Chipata and Petauke of Eastern province.
Integrated Tuberculosis AIDS Program Two (ITAP 2) will continue to provide support to the GRZ in creating demand for TB/HIV/CT and PMTCT services in the three districts. In FY 2014, ITAP II plans to support 87 sites, Chadiza=16, Chipata=46 and Petauke=25 with an estimated target population of 975,765 in order to sustain the gains attained in the past 3 years. CARE will transition all the 21 sites in Chama district to ZPCT and increase the number of sites in Chipata by 21 from the current 25. The program priorities for FY 2014 will be: 1) Promote access to early ANC and PMTCT through scaling-up of quality PMTCT interventions, roll out of PMTCT option B+ guidelines, increasing access to CD4 testing, treatment, care and support services including linkage to infant, pediatric and adolescents HIV treatment and roll out of Social Analysis for Action (SAA). 2) Couples HVCT, Positive Health, Dignity and Prevention (PHDP). 3) Close gaps in HIV/TB collaborative areas by intensifying active TB case finding in underserved areas and densely populated areas with high TB prevalence among the general population including PLWHA. 4) Strengthen networks with the Zambia Police Service and Young Women Christian Association (YWCA) by mainstreaming gender activities in all programs.
M&E Plan, will focus on evidence based and lessons learnt documentation that will inform future programming and quality improvement. Monitoring of program activities will be done through monthly data collection and reporting, program reviews and joint supervisory field visits.
Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
