Within the overall frame of the strategic investment approach, the PEPFAR support to the UN in Vietnam will foster the generation and use of strategic information related to Vietnam’s HIV epidemic and response. This work will inform the development of strategies and policy options for high impact interventions that achieve optimal returns on investment and ensure the sustainability the response. In particular, UNAIDS will provide technical and financial support to: 1) finalize the annual infection estimations for 2013; 2) develop the Implementation Plan for the “Project on Sustainable Financing for HIV/AIDS Prevention and Control Activities in 2013-2020 Period;” 3) prepare, submit, and disseminate the 2014 Global AIDS Response Progress Report; 4) strengthen the national HIV surveillance system; 5) strengthen systems to monitor and improve access to services by key populations; 6) generate strategic information to guide national policy on high impact interventions in the health sector; 7) generate policy support for the conduct of community-based HIV testing; 8) finalize the national guidelines on the response to HIV among MSM and TG; and 9) build health information exchange (HIE) interoperability linking HIV/AIDS information systems with the national comprehensive health information system. This grant will end in September 2014 and no new funding is requested in COP14. Activities described here will be implemented with applied pipeline.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
