BIG is an international NGO with a long history of working with PEPFAR and NACP in HIV prevention by providing TA to FBO networks implementing HIV prevention programs. In FY 2012, BIG provided TA in the Kigoma and Shinyanga regions in areas of HTC and OVC; that support was transitioned to other IPs in FY 2013 when BIG began providing TA support to Mtwara region. The goal of the COP 14 project is to continue to provide TA to FBO networks implementing community-based HTC, with a focus on couples’ HTC, in order to strengthen, expand, and sustain high quality HTC in Mtwara. The ability of FBO networks to mobilize communities with limited resources offers a critical entry point for HIV and AIDS service provision and gender-sensitive activities. However, sustainable, effective service provision, in contrast to the ad hoc 'culture of donation,' requires a paradigm shift toward systematic project management and accountability, which is a new concept for many FBOs. BIG aims to respond to emerging needs, integrating community-based prevention efforts with the continuum of care, while monitoring and evaluating services for quality in order to support indigenous responses, local government strategies, and sustainable community efforts. The goals of BIG are linked to the NMSF III, GHI and the PF. BIG's activities are not measured with FY 2013 EA DSP UEs; however, expenditures reported were in line with programmatic priorities and approved budgets.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds.
