The GOALS Training project supports goals and objectives of the PEPFAR AIDS Free Generation’s Strategic Information Technical Consideration on burden of disease modeling and projections as well as HIV Acceleration Plan goal to increase use and quality of HIV data.

The GOALS Training project works at the national level and its activities will target improved decision making about HIV prevention and treatment interventions at a national level. Strategies for this mechanism to become more cost efficient over time include capacity building of PEPFAR and Ministry of Health staff to continue utilizing the GOALS model in the future. The monitoring and evaluation plan for these activities includes benchmark deliverables measured at specified delivery dates set by USG Mozambique, including # interventions costed, # individuals trained, # meetings/workshops held.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.

This mechanism has no published performance targets or indicators.
