Centre for Health Solutions (CHS) goal is to implement high quality HIV prevention, care and treatment of HIV/AIDS, sexually transmitted infections (STIs), and related opportunistic infections in 65 care and treatment and 190 PMTCT sites in Kiambu, Muranga, Nyeri, Nyandarua and Laikipia Counties of Central Kenya with an estimated population of 4.4 million and adult HIV prevalence of 3.8%. CHS supports HIV testing and counseling (HTC), linkage and enrollment to care and treatment, TB/HIV, PMTCT and health education services. CHS is working closely with the government, local community based organizations and community members in project implementation in ensuring that project activities are well coordinated and in line with the governments priorities. CHS will continue to monitor all project activities and report all required indicators to PEPFAR and the Ministry of Health. Performance will be tracked quarterly and reports generated will also be discussed by CHS program team to inform programming. CHS will also adopt Kenya’s HIV quality framework to improve clinical outcomes. CHS will enhance transition of the program by supporting the County Health Management Teams to assume increased program, leadership and responsibility. Cost efficiency will be addressed through integration of services, implementation of evidence-based strategies, task shifting, facility-based training and mentorship as opposed to offsite training, e-learning and self-learning, cost effective strategies for defaulter management and laboratory networking. Monitoring and Evaluation of the program will include review of quality of care Indicators using national tools, DQA, SQA, quarterly review meetings with donors and Quarterly supportive site supervisory visits.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
