In FY14/15, National Alliance of State and Territorial AIDS Directors (NASTAD) will continue to provide technical assistance to the MoH to improve the strategic information and program management capacity and improve the HIV case surveillance system. In FY15, NASTAD will provide support to the MoH for the development, implementation, monitoring and evaluation of a quality strategy. Site visits within the private and public sectors will be conducted to evaluate the current HIV case surveillance system focusing on data quality, security, confidentiality of data collected, and protocols to ensure optimal linkage to HIV care and treatment after the diagnosis of HIV is made. In collaboration with the MoH, NASTAD will provide opportunities for improvement in any gaps identified during the evaluation. During the latter part of FY14, this implementing partner will provide technical assistance to the MoH to revise the current HIV case reporting form.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
