The National Blood Center (CNS) is the only official national blood service provider in Angola. As part of MoH, CNS is responsible for developing national policies and guidelines for the collection and delivery of safe blood. Plans are underway to implement the National Strategic Blood Plan and to develop a national blood safety infrastructure plan to ensure coverage for collection, storage, transportation, and distribution of blood meets the national needs. As of 2013, it was estimated that between 0.2% and 3.9% of blood donations in Angola tested positive for HIV. HIV infections from blood transfusions were estimated at 2.0%; the goal of PEPFAR is zero. Due to the importance of maintaining a safe blood supply in the country, the program has evaluated its current practices and is assessing future program focus. CNS will provide training and supervision of clinicians and laboratory technicians. The trainings focus on blood safety to avoid transfusion transmissible diseases. The laboratory will be enrolled in a quality improvement program (either the Strengthening Laboratory Management Towards Accreditation Program [SLMTA] or the African Society for Blood Transfusion [AFSBT]). Programs will be completed within two years. The program will continue to promote non-remunerated blood donation.
