The KDHS will be implemented by the Kenya National Bureau of Statistics (KNBS), in collaboration with other agencies and with technical assistance from MEASURE/DHS. The DHS is a national survey covering all 47 counties in Kenya.

The Government of Kenya, through KNBS, started implementing the 2013 Demographic and Health Survey (2013 KDHS) in COP 2013 and report writing and dissemination will be take place through COP 14. ICF MACRO will provide support to KDHS 2013 in the following areas: 1) local costs for coordination of report writing, and 2) travels costs during county level launches. These activities will begin in October 2014.

The DHS survey is meant to provide information to address the monitoring and evaluation needs of population, health and HIV/AIDS programs and to provide program managers and policy makers with the information that they need to effectively plan and implement future interventions. The 2013 KDHS is designed as a follow-up to the 1989, 1993, 1998, 2003 and 2008/9 Kenya DHS.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
