The Zimbabwe National Quality Assurance Program (ZINQAP) has a mandate to assist all laboratories in Zimbabwe to attain and maintain good quality testing. It is the only laboratory quality assurance (QA) body in Zimbabwe conducting a proficiency-testing (PT) program. It has international accreditation and is the second in Africa to attain this standard. It provides a comprehensive PT service to all medical laboratories public, private and testing sites in Zimbabwe. ZINQAP works with MOHCC laboratory services to implement the Zimbabwe Health Laboratory Policy that all laboratories will “implement QA activities and identify quality indicators to systematically monitor the laboratory’s contribution to patient care”.

ZINQAP activities of strengthening of the laboratory services to provide diagnosis and monitoring of HIV/AIDS and opportunistic infections, monitoring of the quality of testing provided by laboratories and testing sites, and training laboratory personnel in quality management system is in support of the National HIV/AIDS strategy and plan. A key contribution of this project is to health system strengthening in that laboratories in Zimbabwe will be mentored for quality management systems, using the SLMTA model and will be prepared for accreditation.A detailed monitoring and evaluation plan, site reports, PT shipment reports and training reports will contribute to the quarterly progress reports for monitoring activities. ZINQAP has been working on a business plan for income generation and to increase its services to regional countries to ensure sustainability and continued growth after USG support. Current USG support is capacity building an EQA program in Zimbabwe so that patients in Zimbabwe can be assured of reliable laboratory results.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
