Population Services International (PSI), through its locally-registered Zambian affiliate Society for Family Health (SFH), will continue to support comprehensive HIV prevention services within the Zambia Defense Forces (ZDF), by working with the Zambia Defense Forces Medical Services (ZDFMS) to offer integrated voluntary male circumcision (VMMC) services, as well as targeted behaviour change communication and condom social marketing activities. SFH will jointly conduct VMMC services at 12 ZDF sites and in outreach activities to reach 3,000 or more ZDF personnel, their families and surrounding communities. SFH and ZDF will reach 9,002 or more personnel and their families with troop-level education to raise awareness of voluntary male circumcision. An additional 1 million military special issue condoms will be packaged and distributed, as part of the overall HIV prevention strategy. Complementary promotional materials and activities, as well as targeted educational messages, will be carried out in ZDF facilities and surrounding communities, through appropriately identified ZDF personnel and high level champions. SFH will build capacity among ZDF personnel and enable them to expand their VMMC and HIV counseling and testing services independently, through clinical mentoring training and activities, as well as training in clinical and counseling VMMC skills.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
