The USAID | DELIVER PROJECT goal is to assist the Ministry of Health (MoH) and Ministry of Community Development, Mother and Child Health (MCDMCH) to ensure an uninterrupted supply of key HIV and AIDS commodities to health facilities through strengthening existing nationwide logistic systems. In Fiscal Year (FY) 2014, DELIVER will show impact in four key areas:

1. Strengthened logistics systems to avail critical data for informed supply chain decision making, focusing on use of appropriate technology and exploring integration opportunities, including initiatives such as PopART, electronic logistics management information system (eLMIS) and expansion of PMTCT services to provide Option B+;

2. Increased ownership by Government of the Republic of Zambia (GRZ), including Medical Stores Limited (MSL), to conduct coordinated, transparent quantification, procurement planning and supply monitoring including coordination of procurement;

3. Reinforce infrastructure for management of the supply chain including support to MSL, warehousing, and distribution;

4. Improved strategic management and planning for increased commodity security through implementation of the National Supply Chain Strategy.

The USAID | DELIVER PROJECT continues to support systems that are managed by the MoH, MCDMCH and GRZ parastatal, MSL by providing capacity building and quality monitoring. With GRZ's redirection of responsibilities to MSL and MCDMCH, DELIVER will respond to the transition and new needs as they arise by providing technical assistance to MSL in various supply chain areas including forecasting and quantification and potentially procurement.

With the expected project extension, USAID | DELIVER PROJECT will begin project close-out in June 2015.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
