PEPFAR/ CDC Vietnam will partner with the National Institute of Hygiene and Epidemiology (NIHE), the leading disease surveillance institute in Vietnam and home to the National HIV Reference Laboratory. The primary goals of the CDC-NIHE cooperative agreement are to sustain national surveillance systems and expanded an improved HIV diagnostic testing, including strengthening national lab quality assurance and quality control systems for HIV testing. These goals directly support PEPFAR VN partnership framework goal 2 focused on strengthening health systems.

As PEPFAR VN transitions out of direct funding support for service delivery and towards a greater focus on technical assistance, this partnership with NIHE will shift from direct implementation to national coordination of surveillance and lab capacity strengthening focusing on efficiencies, policy and/or national strategy updates as appropriate, and provincial capacity. Cost efficiencies and program sustainability will be achieved through various approaches such as: (i) Reduction in rates of payment and reimbursement for selected cost inputs and (ii) cost-sharing with provincial and district level client laboratories for their participation in national laboratory Internal Quality Control (IQC) programs.

CDC will work with NIHE to provide technical assistance and monitoring of activities. Monitoring will be conducted through quarterly management visits and bi-annual full program reviews.

Pipeline was a critical factor taken into account when setting the COP 14 budget request for this mechanism and related activities. As part of CDC’s realignment of cooperative agreements, a six-month no-cost extension will use up existing pipeline. COP 14 funds will be used for the grant year beginning in 2015.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds.
