The “USAID Community HIV Link – Southern” activity enlists an experienced local Vietnamese nongovernmental organization to identify and improve capacity of civil society organizations (CSO) working with key populations. It will strengthen CSO provision of HIV services to support a sustainable national response by realizing the following objectives:

1) Deliver effective community-based HIV services;

2) Strengthen capacity for CSOs working on HIV; and

3) Facilitate coordination of CSOs with key HIV stakeholders.

This new mechanism will be implemented in three PEPFAR provinces, HCMC, Can Tho, and An Giang, serving key populations including people who inject drugs (PWID), female sex workers (FSW), men who have sex with men (MSM), people living with HIV (PLHIV) and their sex partners.

The PEPFAR goal of transition from direct service delivery to technical assistance requires strengthening the role of CSOs. Due to their unique ability to reach and address the needs of key populations, CSOs are well placed to provide efficient and effective HIV services. With improved organizational and technical capacity, CSOs will have motivated human resources, raise their own funds, reduce the need for public sector staffing costs, improve uptake of high quality services and generate government recognition of the role and value of civil society.

A combination of routine data collection, internal data quality assessment exercises and regular field visits will be used to monitor and evaluate performance against key indicators identified in the Performance Monitoring Plan (PMP). The Activity will also monitor spending against the budget to ensure that implementation and results are keeping pace with spending.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds.
