As a local NGO prime partner with DoD PEPFAR, CHP will act to contribute civil societies' role and technical capacity in HIV/AIDS response in Vietnam (in line with Partnership Framework's strategy of building local capacity for future sustainable programs). Geographic coverage: 8 military regions and 4 military commands nation-wide, focusing on 5 key militaries hospitals and 3 military preventive medicine centers. Target population: New military recruits, military health staff, clients and patients of military hospitals/institutes. Key activities: 1) BCC for HIV prevention targeted at all male soldiers newly recruited annually, who are considered to be at risk due to their age and behaviors; 2) strengthening HTC services in military medical settings including training of military health staff, servicing to targeted populations; 3) provide essential support to maintain the HIV care and treatment program; 4) build capacity for military staff on implementation of national and military HIV strategy; and 5) roll out and maintain an appropriate monitoring, evaluation and reporting system. Cost-efficiency strategy and transition out plan: CHP will make best use of all materials developed, standardized national guidelines, SOPs, training curriculum and TA tools by including GVN and/or implementing partners of other PEPFAR agencies; work with MMD towards reducing even further direct service delivery and increase TA and capacity building activities -including a gradual transition out of all civilian HIV/AIDS patients currently enrolled on military OPCs. Quality improvement and M&E: CHP will do routine TA and supervision, through site visits and mentoring; DOD PEPFAR will execute close oversight and mentoring for improved quality and cost efficiencies.
