PEPFAR's annual planning process is done either at the country (COP) or regional level (ROP).
PEPFAR's programs are implemented through implementing partners who apply for funding based on PEPFAR's published Requests for Applications.
Since 2010, PEPFAR COPs have grouped implementing partners according to an organizational type. We have retroactively applied these classifications to earlier years in the database as well.
Also called "Strategic Areas", these are general areas of HIV programming. Each program area has several corresponding budget codes.

Cross-cutting attributions are areas of PEPFAR programming that contribute across several program areas. They contain limited indicative information related to aspects such as human resources, health infrastructure, or key populations programming. However, they represent only a small proportion of the total funds that PEPFAR allocates through the COP process. Additionally, they have changed significantly over the years. Sub-Beneficiary Expenditure data highlight more specific populations targeted for HIV prevention and treatment interventions.
PEPFAR sets targets using the Monitoring, Evaluation, and Reporting (MER) System - documentation for which can be found on PEPFAR's website at https://www.pepfar.gov/reports/guidance/. As with most data on this website, the targets here have been extracted from the COP documents. Targets are for the fiscal year following each COP year, such that selecting 2016 will access targets for FY2017. This feature is currently experimental and should be used for exploratory purposes only at present.

The cooperative agreement between CDC and the Vietnamese General Statistics Office (GSO), Ministry of Planning and Investment was established in 2008 with the purpose to support GSO and other government agencies and related research institutes in strengthening survey capacity to provide reliable and timely information for prevention of HIV/AIDS infection. Responsible for all macro national population, economic, and ministerial service indicators, GSO has broad survey expertise and a deep network of field personnel in provinces throughout Vietnam. As PEPFAR focuses on improved information supporting planning and implementation of HIV/AIDS programs, PEPFAR will continue to partner with GSO to develop GVN capacity and understanding of advanced survey methodologies and technologies. This developing capacity will enable MoH to have ready access to survey capabilities for general population, focus population, and facility-based surveys for better measurement of program needs, impact, and resources. This program will involve training and other capacity building activities that develop skills and understanding of advanced survey methodologies and technologies regarding HIV/AIDS within the General Statistics Office of Vietnam and other government agencies. GSO is considered the leading agency in the country on data management, especially in the highly specialized areas of secondary data or meta data management, and information system development. GSO is widely recognized as a key provider of domestic technical assistance to all public health agencies, nationally and at local levels.
All activities will be monitored and reported based on a standardized system.Trainings will be evaluated to determine individual-level changes in defined competencies.
GSO will provide annual training courses on data management, processing, and analysis using various software programs, such as STATA and SPSS. Training curricula and data will use real-world examples taken from the Vietnamese context. Training staff will be experienced trainers and mentors who will work with participants from government staff from various areas and levels including: the Ministry of Health (MOH), Ministry of Labor, Invalids and Social Affairs (MOLISA), Provincial Health Departments, Provincial HIV/AIDS Centers, and regional institutes. The participants will become more skillful in applying data processing software to analyze existing data and better able to manage overall use of data within their respective program areas. This is a continuation of currently supported capacity-building activities through the GSO.Work will continue by GSO staff to provide technical assistance as an agency to MOH, NIHE, MOLISA and other partners on sampling, data collection and management, data analysis and dissemination of data from various surveys and research activities. With this funding from CDC, GSO staff will participate in and contribute to the national HIV/AIDS M&E Technical Working Group, and increase involvement in designing surveys and related research analysis. GSO will also provide technical assistance to the design, implementation, and analysis of key HIV/AIDS surveys and projects. These include: Estimates and Projection modeling (EPP), population-based HIV/AIDS behavior survey, Geographic Information System development, and HIV/AIDS sentinel surveillance.
