The IM is to improve TB/HIV care in 2 regions without previous international TA. Contributes to Goals 1 – 3 of Ukraine PF 2011-2015. Goal 1 “training and systems development to expand access by KPs to quality HIV testing and counseling services,”, and “training and systems building to improve … HIV treatment and care.”, Goal 2 preventing stigma and discrimination, ensuring confidentiality, and integrating routine delivery of testing and HIV prevention services into medical service settings. The proposed project’s efforts to build local capacity, ensure sustainability, strengthen surveillance and M&E systems, and enhance regional laboratory capacity are also aligned with Goal 3 program areas. (2) IM works in Poltava and Chernigov regions. Pops include ID (TB, HIV) specialists and primary healthcare physicians and nurses, administrators, NGO staff working with KPs, members of local Coordination Councils. (3) IM primarily uses trained national experts. Leverages USG technical staff as possible (TB infection control). Continues to develop proficiencies and skills of GoU staff in regions who then implement activities. (4) IM is currently builds capacity of local stakeholders in Chernigov and Poltava, with development of local legal and normative documents to institutionalize changes. In work in other oblasts, this has frequently (but admittedly not always) resulted in sustained changes even after IM ceased working in the region. Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
