1. The mechanism’s main goal is to support development of decentralized laboratory services in HIV diagnosis and ART monitoring. The project contributes directly to goals 2 and 3 of Ukraine’s PF and to goals of the National AIDS program for 2014-2018. Based on assessment results (FY13 TA) and Ukrainian national priorities for HTC, ART and HIV service delivery, project activities will cover national, regional and local levels, focusing primarily on HIV RT, CD4 and VL EQA areas. 2. Target populations and beneficiaries of this mechanism include staff of the Nat’l HIV reference laboratory (NHRL), regional AIDS center laboratory network, VCT sites and level 1-3 TB laboratories. 3. Cost-efficiency strategy: to be developed - activities limited to date. 4.Transition to local partner strategy: ASM will coordinate closely with GFATM to strengthen laboratories and to advocate with the GoU to demonstrate the need for increased GoU support for laboratory strengthening, including the NHRL. ASM activities are designed to increase national capacity and ownership of the national and regional laboratory system. Coordination of project implementation with national priorities and with international partners will provide maximum cost efficiency. 5.M&E plan: These activities will have MER indicators that will help to measure USG TA contributions and are needed to inform programmatic/ technical area. 6. Outlay – Lack of effective coordination between National TB Reference Laboratory and UCDC and differing priorities at the national and regional levels led to the slowdown of implementation of work plans and a substantial pipeline accumulation; therefore project activities are shifting from TB laboratory area to VCT HIV-RT and POC testing. 7.
