Uganda Prison Services (UPS) is an agency of GoU handling safe custody and rehabilitation of offenders. It operates in all regions of the country with 10 facilities equivalent to HC III and 1 Hospital at the level of a general district Hospital. UPS has the responsibility to provide health services to inmates, staff and community members. The focus of this mechanism is to improve the health status of prisoners, staff and their families by strengthening the capacity of UPS to provide HIV prevention, care and treatment services.

This mechanism is ending. Activities over the course of this year are: the completion of the national UPS sero-behavioral survey among prisoners and staff; capacity building trainings for health providers in HIV/TB co-management; roll out and improving data quality in the national health management information system and district health information system 2; service provision for HIV testing and counseling (HCT), PMTCT, and care and treatment to HIV positive patients. UPS will also strengthen HIV/TB surveillance and treatment adherence follow up for continuation of care, and support the national M&E framework.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
