The goal of USAID’s Collaborating, Learning and Adapting (CLA) strategy is to increase the effectiveness of United States Government (USG) resources by providing information that facilitates mid-course correction and by leveraging other partner resources and results through collaboration. This goal will be achieved through rigorous implementation science and knowledge management. The Service for Generations International Limited (SGIL) Blanket Purchase Agreement (BPA) for Studies and Evaluations mechanism will promote a learning culture that questions development hypotheses, choice of approaches, scale of activities, and identifies effective strategies and high impact interventions. This mechanism supports PEPFAR Strategic Information (SI) Pivot 2 - “Increased use of data for evidence-based planning and decision making at all levels in all HIV/AIDS program areas”. SGIL BPA has a national scope although specific studies may be localized.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
