DELIVER/USAID is the implementing partner of USAID’s centralized mechanism for contraceptive and condom procurement program (Central Contraceptive Procurement, CCP). This mechanism supports Uganda's HIV prevention program and Global Health Initiative (GHI) strategy by ensuring good value for money through competitive, global procurement and increased access to quality products through rigorous pre-qualification and pre-shipment inspection policies and procedures. Cost-effectiveness measures include advance shipment planning in coordination with Ministry of Health (MoH) and other donors and use of sea transport. PEPFAR-procured male condoms are distributed nationwide through government, non-governmental and private sector channels and available to key populations and other clients, both free of charge and at subsidized prices for those able to pay. Once the condoms are procured and shipped by CCP to Uganda, distribution to government and non-government end user sites is managed by national entities. USG supports capacity building of the MoH in condom forecasting, procurement planning and stock monitoring and improving the management and operations of the Condom Coordination Unit. The country's two main suppliers, Global Fund and UNFPA, are expected to meet country requirements in 2015. PEPFAR contributions will be on supply chain strengthening.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
