Uganda Virus Research Institute Enhanced Prevention (UVRI-EP) program is implemented in Kampala, Makindye and Rubaga divisions with a focus on female sex workers (FSWs), their partners and children. FSWs have a 5–6 times higher prevalence of HIV compared to the general population, and contributes 10% of new HIV infections in Uganda. The goal of UVRI-EP is to improve effectiveness of HIV prevention and care in Uganda by enhancing comprehensive HIV prevention and care amongst FSWs, their partners and children. Objectives are: a) Increase reported risk reduction practices by high risk women and their partners in Kampala and surrounding districts, b) Increase awareness, understanding of condom use and alcohol abuse in relation to HIV among bar owners in Kampala, c) Increase awareness of HIV risk and vulnerability of high risk women and their partners among policy makers and stakeholders in Kampala d) Increase uptake of antiretroviral therapy for HIV infected, eligible FSW, partners and children, e) Improve the livelihood of Orphans and Vulnerable Children of FSW through providing them and their caregivers with access to medical services, psychosocial support and other wrap around services. These objectives are responsive to the National HIV Strategic Plan. UVRI will provide biomedical, behavioral and structural interventions to FSWs and their partners at individual, dyadic and community levels. UVRI will strengthen partnerships with groups working with FSWs, community advocates and policy makers to access services to FSWs. Linkage facilitators will be used to strengthen the continuum of response. Monitoring will continue to be integrated into routine programme management.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
