Baylor College of Medicine Children Foundation-Uganda 's goal is to contribute to MoH efforts to reduce the incidence of HIV infection and related morbidity and mortality among children and adults in the Eastern and West Nile regions of Uganda. The project strengthens systems for resource mobilization, sustainable planning, implementation, M&E. District and health facility staff lead planning and implementation of activities in principle a deliberate effort to achieving sustainability. Each region has been subdivided into clusters of 2-3 districts and technical teams at that level to improve operation and increase the mentor/Mentee contact time and rapport. Most of the health facilities that have power to run the computers have been partially automated through OpenMRS to improve on clinic efficiency and accuracy of reporting. In order to increase efficiency, the geographical scope of this program will decrease from 16 to 8 districts in COP 14.

Through a HSS approach, the project supports districts to provide and improve utilization of quality comprehensive HIV/AIDS services. At district level, the project has worked very closely with the district local leadership to advocate for increased funding for HIV/AIDS services in their district, and hiring partner paid staff that is later absorbed by the district. The M&E plan aims to strengthen capacity of districts, implementing health facilities and CSO to collect, utilize and report data on HIV/AIDS services through the approved reporting structures.
