The Christian Council of Tanzania (CCT) is a local FBO and a member of the TIP consortium that aims to reduce HIV transmission by targeting PLHIV and other groups with evidence-based programs adapted to suit the Tanzanian context. CCT’s overall strategy is consistent with the PEPFAR and National HIV strategies. CCT’s broad program objectives include: 1) Working in partnership with FBOs and foundations, the MOHSW, and the community to expand comprehensive HIV and AIDS prevention and care by establishing interdisciplinary teams of FBOs and their congregations to enhance their capacity in HIV programming; 2) increase the capacity and the quality of the standard of prevention and care interventions at community and facilities, increase HCT, and provide comprehensive services to PLHIV and OVC; and 3) build upon established FBO facility- and community-based programs to enhance local organizational capacity among all FBO partners through training and integration of evidence-based and informed programs for community HCWs and social workers. CCT will employ an evidence-based intervention for women learning from other women (WILLOW). The intervention is comprehensively designed to address individual, couples and structural barriers to HIV prevention services. The proposed target regions are Mara and Shinyanga, with a special emphasis on isolated rural communities. Within 2 focus regions, 4 district councils (Shinyanga: Shinyanga rural, Kahama; Mara: Tarime, Rorya), 16 wards, and 45 rural villages will be targeted through partnership with FBO networks, religious representatives, dispensaries and health centers. CCT’s FY 2013 EA direct service provider unit expenditures were reviewed and found to be comparable to similar IPs.
