AMREF LAB mechanism started its implementation on September 30th 2012 with the aim of strengthening laboratory capacity and provision of point of care tests. This is a five year project with the following objectives:

Train Laboratory and Non-laboratory Health care workers (HCWs) to perform HIV rapid testing (HRT) and other point of care tests to ensure they perform the tests accurately;

• Provide competency assessments to health care workers performing HIV rapid testing to ensure the quality of testing;

• Build supervision capacity of Ministry of Health and Social Welfare, Council and Regional Health Management Teams through joint supportive supervision visits to testing sites.

The goal of this mechanism is to progressively build an indigenous, sustainable response to the national HIV epidemic in Tanzania through training medical personnel to provide quality HIV/AIDS laboratory services by leveraging PEPFAR resources to invest in key cross cutting interventions including Human Resources for Health. The focus group is local laboratory specialists, scientists and technicians who perform essential HIV-screening and confirmatory tests, CD4 tests for disease staging, and basic chemistry and hematology tests for disease staging and monitoring. The training of Laboratorians will complement the accreditation process in earmarked laboratories in line with the PEPFAR Blue Print, the Partnership Framework and GHI to build sustainable laboratory capacity towards accreditation and increased quality coverage of HIV services. Training participants will be drawn from both Tanzania mainland and Zanzibar testing sites. AMREF activities are not measured with FY 2013 EA DSP UEs; however, expenditures reported were in line with programmatic priorities and approved budget.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.

This mechanism has no published performance targets or indicators.
