African Field Epidemiology Network (AFENET) is an international organization operating in all 30 regions of Tanzania to strengthen laboratory quality management systems through laboratory capacity strengthening, quality assurance, and accreditation in support of the PEPFAR Blueprint. The goals of AFENET are consistent with the NMSF III, GHI, and the Partnership Framework and aim to enable MOHSW ownership of the program. Key national strategies and AFENET approaches in the 2014-15 COP include health worker training in laboratory services in an additional 200 HIV rapid testing sites, training of biosafety cabinet engineers, certification of biological safety cabinets, and improving laboratory information systems. These goals will be attained through enhanced and expanded external quality assurance (EQA) for HIV rapid testing and biosafety training. AFENET will work with local partners including RHMTs and CHMTs to ensure inclusion of laboratory activities in CCHPs for sustainability and ownership. Internal and external audits will be used to review the program. Internally, program reviews will be carried out monthly to assess progress, identify gaps, and devise solutions. The external audit will be performed every three months to identify areas for service quality improvement activities. AFENET is leveraging PEPFAR resources to invest in key cross cutting interventions that include HRH with plans to train 400+ health care workers in laboratory proficiency testing and biosafety.

AFENET activities are not measured with FY 2013 EA DSP UEs; however, expenditures reported were in line with programmatic priorities and approved budgets. SAPR/APR REPORTING will be tracked to monitor target achievements.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
