PEPFAR's annual planning process is done either at the country (COP) or regional level (ROP).
PEPFAR's programs are implemented through implementing partners who apply for funding based on PEPFAR's published Requests for Applications.
Since 2010, PEPFAR COPs have grouped implementing partners according to an organizational type. We have retroactively applied these classifications to earlier years in the database as well.
Also called "Strategic Areas", these are general areas of HIV programming. Each program area has several corresponding budget codes.
Specific areas of HIV programming. Budget Codes are the lowest level of spending data available.
Expenditure Program Areas track general areas of PEPFAR expenditure.
Expenditure Sub-Program Areas track more specific PEPFAR expenditures.
Object classes provide highly specific ways that implementing partners are spending PEPFAR funds on programming.
Cross-cutting attributions are areas of PEPFAR programming that contribute across several program areas. They contain limited indicative information related to aspects such as human resources, health infrastructure, or key populations programming. However, they represent only a small proportion of the total funds that PEPFAR allocates through the COP process. Additionally, they have changed significantly over the years. Sub-Beneficiary Expenditure data highlight more specific populations targeted for HIV prevention and treatment interventions.
PEPFAR sets targets using the Monitoring, Evaluation, and Reporting (MER) System - documentation for which can be found on PEPFAR's website at https://www.pepfar.gov/reports/guidance/. As with most data on this website, the targets here have been extracted from the COP documents. Targets are for the fiscal year following each COP year, such that selecting 2016 will access targets for FY2017. This feature is currently experimental and should be used for exploratory purposes only at present.

The Strengthening Partnerships, Results and Innovations in Nutrition Globally (SPRING) project supports USAID efforts in Infant and Young Child Nutrition.The goal of the project is to prevent stunting and reduce anemia in children. SPRING will accomplish this goal through the following objectives: 1)Train PEPFAR OVC partners to address children's nutritional needs and, 2) Work with state and local government to improve Nigeria's child nutrition policies and programs to assure sustainability.
SPRING’s work is focused on improving Infant and Young Child Feeding practices (IYCF), with a particular emphasis on HIV affected populations. This work includes development of enhanced counseling skills at the facility and community levels, and establishment of community-based IYCF support groups. In COP14, SPRING will collaborate with the USAID UGM projects STEER and SMILE to roll out the National Community IYCF Counseling Package in five States: Benue, FCT, Kaduna, Bauchi and Edo. SPRING will support the training, mentoring, and supervision of 100 coaches and 700 IYCF counselors from CSOs, government agencies, and communities. These counselors will reach more than 14,000 caregivers. This work is central to UGM partner nutrition commitments, and will complement their broader investment in the sector. In COP15, SPRING will work with STEER and SMILE in five additional States: Plateau, Kogi, Kano, Sokoto, and Nasarawa. This work will reach an additional 150 coaches, 750 IYCF counselors, and 15,000 caregivers. SPRING will support efforts to implement more comprehensive NACS programming in UGM prioritized states.SPRING will work with the UGM and LOPIN to incorporate ECD activities into thir educational, parenting and caregiver training
Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
