Systems Transformed for Empowered Action and Enabling Responses for Vulnerable Children and Families (STEER) project aims at improving the well-being of OVC in Northern Nigeria. It is a consortium of 5 organizations; 1) the Association for Reproductive & Family Health (ARFH), 2) American International Health Alliance (AIHA), 3) Management Sciences for Health (MSH), 4) Mercy Corps, led by 5) Save the Children. STEER will create greater country ownership and leadership through capacity building of governments, civil society and families to mitigate HIV and AIDS impact on Nigerian children and families. It uses a capacity-building approach that emphasizes sustainability of systems and structures designed to support the most vulnerable children, along with a management strategy that co-locates STEER Organizational Development (OD) staff in the State Ministry of Women affairs & Social Development, and sub grants that allows CSOs to access technical assistance based on needs . STEER works in Kaduna, Sokoto, Kano, Bauchi and Plateau. STEER will build the capacity of Government/ Communities through trainings and mentoring in order for them to continue supporting OVC after the project ends. STEERs work is based on the principles of strengthening families as primary caregivers of children, strengthening systems for community and country ownership and ensuring prioritization of interventions that address children’s most critical care needs. STEER will cover three additional states where MSH CUBS, PACT REACH and Links for children will be closing out. STEER has developed a M & E plan includes regular meetings, monitoring of data from quarterly reports, site visits and project evaluations.
