The SMILE Project is a 5-year (April 2013–March 2018) USAID Cooperative Agreement with Catholic Relief Services (CRS). SMILE is designed to scale-up care & support services for OVC and their caregivers in Benue, Kogi, Edo, Nasarawa States and FCT. SMILE seeks to improve the wellbeing of 500,000 Vulnerable Children (VC) and 125,000 caregivers over the life of the project. SMILE is an umbrella granting mechanism (UGM) to CSOs with the capacity to implement Household Economic strenghtening(HES), nutrition and integrated services for OVC and their household with a focus on female caregivers. SMILE will strengthen the organizational systems and technical capacity of 5 State Ministries of Women Affairs and Social Development (SMWASD) & Social Welfare Department of targeted LGAs and will also support 24 local CSOs to develop sustainability plans included in their work plans. Selected CSOs have been assigned to LGAs where they already have infrastructure in order to minimize cost of mobilization for service delivery.Also, the CSOs have developed a volunteer management strategy which will enhance community service delivery using community structures and resources. Furthermore as part of the sustainability strategy, CSOs are required to propose a cost share arrangement for the support of their respective projects. The SMILE project has an embedded staff at the respective SMWASD with the view to enhance and strengthen the capacity of state OVC desk officers for coordination and monitoring of OVC response in their respective States. In addition, SMILE has developed M & E plan that includes regular meetings, monitoring of data from quarterly reports, site visits and project evaluations.
