CCCRN signed a cooperative agreement with the Centers for Disease Prevention and Control (CDC) on 30th September 2012, with the aim of building capacities of practicing health care workers to meet the growing challenges and complexities of HIV/AIDS management and improve health outcomes of people living with and affected by HIV. A key element of the award is to institutionalize training structures in a sustainable manner that will enable increased government investment in capacity building. The trainings will build on existing national infrastructure, master trainers and national curricula in the relevant fields of HIV/AIDS management such as Adult ART, Pediatric ART, PMTCT, HCT and TB/HIV.

The overarching goal is to develop training centers in existing health institutions in collaboration with hospital management and the Government of Nigeria. This strategy of domiciling trainings within government structures serves the purpose of integrating HIV trainings within existing service delivery structures, minimizing costs of rented space or facilitators, while strengthening human capacity and infrastructure at these institutions. Engagement of trainers within these institutions enables trainings to be conducted by a stable work force of experience hands that derive their remuneration from the Government. The health institution will be supported to expand this effort to other non HIV sectors for clinical and non-clinical staff for a fee that helps maintain the training structure with or without PEPFAR funding.

CCCRN will implement this project through quality-driven strategies that strengthen the capacity of training institutions and local governments to progressively assume ownership and coordination of these programs.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.

This mechanism has no published performance targets or indicators.
