ACLEM will be a regional and Pan-African Training Center for Excellence. Laboratories are central to a functional national health system and play a critical role in accurate disease diagnosis, timely patient care, and the determination of appropriate therapy. The lack of functional equipment frequently results in prolonged disruption of routine lab testing services for hospitals and clinics. To address these issues PEPFAR is developing the African Centers for Laboratory Equipment Maintenance (ACLEM) as part of ongoing efforts to strengthen laboratories, build indigenous capacity, and locally sustainable programs. The ACLEM program will train cadres of skilled technicians to provide in-country support of laboratory and medical equipment. Laboratory equipment maintenance will facilitate critical disease surveillance and diagnostics for PEPFAR’s scale up efforts of EID, PMTCT, and HIV opportunistic infections. Therefore the maintenance of lab equipment is critical to safeguard PEPFAR’s investment, the achievement of an AIDS free generation. Improper functioning lab equipment may lead to errors in test results that negatively impact patient monitoring and that ultimately may have harmful effects on patient care and treatment. ACLEM will serve as a cornerstone for building indigenous capacities to service, repair, certify and sustain Africa's laboratory equipment. PEPFAR CDC (Nigeria & HQ) and the Canadian - Dept. of Foreign Affairs and International Trade (DFAIT) are the primary partners and DFAIT-Canada has already funded the facility design (parts 1 & 2) of the training center and site preparation for the project and in follow-up, CDC-Nigeria will fund the construction of Part-1 of training center (10455 Sq Ft)

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
