Aligning activities with PEPFAR, GHI and GON priorities, the goal of the CapacityPlus project is to improve the availability and performance of health workers to meet the priority health needs of underserved population in Nigeria. The objectives include: building the capacity of GoN to do adequate planning for the HR needs of the health sector, provide TA to improve the performance of existing staff, advocate for adequate resources for training, recruitment and deployment of additional staff where needed, and address key policy issues related to HRH at the national and state levels. All activities will be implemented in collaboration with FMOH and other stakeholders to address identified challenges. In line with the new PEPFAR Nigeria strategy and the tiered approach for service delivery, interventions will focus on Akwa Ibom, Cross River, Lagos and Rivers States. The project has an approved performance monitoring plan which will be reviewed as necessary. Supportive supervision will be a key strategy that will be used in monitoring performance. Project reports will be collected regularly and analyzed to improve performance. MoU will be signed with supported states to take on responsibilities for funding the supported activities at the end for the project for ownership and sustainability. The project M&E plan includes regular meetings, monitoring of data from quarterly reports, site visits and project evaluations.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
