CDC-Namibia has a clear and well defined vision for its role in transitioning PEPFAR to a TA program, and is working actively to provide innovative ways to address both policy and programmatic challenges. CDC Namibia is deeply committed to helping the country achieve the goal of an AIDS-free generation, as well as attaining PEPFAR global targets. Development Aid from People to People (DAPP) a vital part of those efforts, as the strongest, most effective civil society partner in Namibia.

This mechanism supports DAPP to work in six regions (which are home to 71% of the country’s population) of 14 and targets the general population in those regions, as well as HIV-positive individuals. The goal is to support the implementation of community-based, high-impact prevention, care, and treatment activities, particularly to increase adherence and retention. DAPP’s full package, including door-to-door testing, is critical to Namibia’s ability to address the priorities of increasing retention, quality, and coverage, which are laid out in the Partnership Framework and Global Health Initiative Strategy.

The cost efficiencies are gained by providing integrated services by field officers at household level, integrating trainings, and strengthening M&E systems. DAPP is a local civil society organization and like other Namibian CSO’s is dependent on donor and external funding with limited government resources. The USG transition approach for CSOs includes providing technical assistance and capacity building to develop resource mobilization strategies. DAPP has a robust monitoring and reporting plan to analyze routinely collected program data to describe coverage, utilization, quality, performance and client demographics at district and regional levels.
