CDC-Namibia has a clear and well defined vision for its role in transitioning PEPFAR to a TA program, and is working actively to provide innovative ways to address both policy and programmatic challenges. CDC-Namibia is deeply committed to helping the country achieve the goal of an AIDS-free generation, as well as attaining PEPFAR global targets. The Namibia Institute of Pathology (NIP) is a key partner in this effort, as the provider of all laboratory services and the national reference laboratory in Namibia.

The Partnership Framework (PF) for Namibia, and the Global Health Initiative (GHI) strategy, strive to improve access to, and quality health of services in Namibia. This mechanism will support these goals by increasing the coverage and quality of laboratory services, as well as further country ownership and sustainability. NIP will support the national laboratory network, as well as national rollout of point-of-care (POC) testing. NIP will be assisting with the evaluation if POC as well as quality assurance for POC testing. This mechanism will become more cost-effective as routine operational costs, including staff and procurement of equipment, are transitioned to the NIP national budget. The roll-out of POC testing will increase access to diagnostics as well as reduce the overall cost of laboratory services. Monitoring and evaluation plans include monthly meetings, quarterly reviews, and annual audits between CDC and NIP to assess outputs and objectives within the work plan. NIP’s integrates with HIV, tuberculosis (TB) and sexually transmitted infections (STI) programs, and links with Polytechnic, NAMBTS, and UNAM. NIP will continue to coordinate with the International Laboratory Branch Consortium (ILBC) to build capacity within national institutions.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds.
