CDC-Namibia has a clear and well defined vision for its role in transitioning PEPFAR to a TA program, and is working actively to provide innovative ways to address both policy and programmatic challenges. CDC-Namibia is deeply committed to helping the country achieve the goal of an AIDS-free generation, as well as attaining PEPFAR global targets. Potentia is a vital part of those efforts, as a major source of the high-skilled human resources desperately needed in the country.

The Partnership Framework (PF) for Namibia, and the Global Health Initiative (GHI) strategy, strive to improve access to, and quality health of services in Namibia. Potentia will support these goals by providing the human resources needed to ensure access and quality, as well as further country ownership and sustainability and build local capacity in priority areas. Potentia performs a limited number of HRH-related services for the MOHSS, including support for recruitment, administering payroll, and timely transfers of electronic funds to the MOHSS contract staff. In the past three years, steady progress has been made in transitioning personnel from Potentia’s payroll to the GRN’s. However, Potentia still plays a major role in the recruitment of short-term study staff and support for positions not yet on the GRN staff establishment.

Positions covered under Potentia continue to be transitioned to the MOHSS, and other positions to be phased out, which will result in savings and cost efficiencies. Monthly meetings, quarterly reviews of programming and finances, annual audits, and coordinated tracking of the human resource absorption. The budget for Potentia has been revised downward to adjust for the pipeline that was created by the changing exchange rate and savings from the transition.
