Under the statistics bill of 2009 passed by the GRN, the National Statistics Agency (NSA) was given the mandate to coordinate and implement all national household survey data across all GRN institutions. The creation of the NSA is directly aligned with USAID Namibia’s vision for its role in transitioning PEPFAR from a service delivery to technical assistance model and supporting increased country ownership and sustainability. This mechanism will support the goals laid out in the PEPFAR blueprint and the Namibian National HIV Strategic Framework (NSF) through identifying and achieving efficiencies and building a sustained national response based on aligned data systems. NSA capacity and generation of quality national data are critical to meet the NSF requirements. Geographic coverage is at the national level and regions where surveys are implemented. Target populations will be randomly sampled households in population areas. The US Census Bureau (USCB) will continue technical assistance and capacity building work with the NSA. The support provided by the USCB will strengthen capacity of NSA staff to implement population based household surveys, data processing and cleaning, results dissemination and report writing and data projections based on HIV findings. The USCB will continue to provide this support during COP14 with focus on ensuring sustainability of NSA and a focus on the HIV modules within the planned multi-topic household surveys. Annual household surveys are more cost-effective then national surveys conducted every five years. Establishing and maintaining survey infrastructure is cost-effective, with an estimated cost-saving of $1 million annually. The work will be directly transitioned to NSA from USCB as it builds capacity of staff to maintain activities.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
