USAID/Namibia has a clear vision for its role in transitioning PEPFAR to an innovative TA program that protects USG investments in Namibia’s national multi-sectoral HIV response, working in partnership with the GRN to address policy and programmatic challenges.

This mechanism, implemented by Lifeline/Childline, will support the Namibian HIV response by: increasing access to HCT services through stand-alone centers, community mobilization and outreach in hard to reach areas, and strengthening the continuum of care for youth and vulnerable girls. Activities include: targeted HIV SBCC programs; strengthened families for decreased violence and improved resilience; referrals to HIV programs and services, and counseling to address barriers to HIV prevention and care, including gender-based violence. The project works with the Ministry of Health and Social Services (MOHSS) and the Ministry of Gender Equality and Child Welfare (MGECW) and is aligned with the National Strategic Framework on HIV, the Partnership Framework, and PEPFAR’s Blueprint goal of targeting evidence-based interventions and creating an AIDS-free generation requires global effort.

Activities reach vulnerable youth (15-25). Counseling services are available nationwide and HCT is available in Windhoek, Rundu and Oshikango. Sustainability efforts include plans for diversification of donor funding, development of partnerships with private sector, and building organizational capacity to be positioned as an outsourcing option for the GRN. No vehicle purchases are envisaged.
