This mechanism continue to develop and build the institutional capacity of the Ministry of Defense/Namibian Defense Force (MOD/NDF) to strengthen ownership, leadership, management and planning capacities, so as to provide a sustainable HIV/AIDS response in the Namibian military. The overall goal of this mechanism is to support the strategic goals and objectives of the 5 year National Strategic Framework (NSF) and the Partnership Framework Agreement (PFA) by strengthening MOD/NDF health systems, increasing local ownership of health training programs, and promoting skills building in monitoring and evaluation (M&E). Approximately 15,000 MOD/NDF uniformed members and civilians are working at the military bases in 11 regions of the country. Transition strategies focus on health systems strengthening and strategic information capacity building through in-service training of military health care workers in HIV/AIDS-related care and treatment, developing sustainable mentoring systems, training in quality improvement, program M&E, and supporting pre-service for laboratory technology training. About 75% of the budget will be spend on human resources for health, 0.8% on gender equity, 0.8% on food and nutrition training as some of the crosscutting issues addressed, while TB and Positive Health Dignity and Prevention are some of the Health Wrap-around activities. The mechanism also addresses HCT and MC counseling and its overall M&E plan includes technical assistance towards routine data collection and reporting of applicable PEPFAR and national indicators. The mechanism will increase its cost efficiency through deliberate creation of synergies with the Ministry of Health and Social Services to sustain health training and collaborative health system development.
