The American Society for Microbiology (ASM-Technical assistance for microbiology capacity building) project supports goals and objectives of the Mozambique Partnership Framework to improve technical capacity for diagnostic services for HIV-related Opportunistic Infections (OIs) to meet MoH HIV Acceleration Plan goals.

The ASM project works at national and regional levels, including the major cities of Maputo, Beira and Nampula to strengthen the national EQA program and microbiology diagnosis for crytococcal antigen, syphilis and other diseases Activities will target persons living with HIV/AIDS and TB/HIV co-infected adults and children.

Strategies for this mechanism to become more cost efficient over time include training and mentoring. The end goal of ASM’s efforts is to achieve sustained results and formulate a strong cadre of local Mozambican mentors to carry forward mentoring/training efforts post program completion. Transfer of expertise to local Mozambican microbiologists will eventually eliminate the dependence on external experts.

The monitoring and evaluation plan for these activities includes bi- monthly conference calls with the partner and analysis of their semi-annual and annual progress reports by CDC lab branch staff.

Mechanism Allocation by Budget Code for Selected Year

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.

MER Indicator MER description Target Fiscal Year Target
