The American Society for Clinical Pathology (ASCP) technical assistance program supports the Mozambique Partnership Framework objective to strengthen laboratory support services for HIV diagnosis and management. Specifically, the goal of the ASCP support is to assist the Ministry of Health in developing a national approach to continuing education and implementation of comprehensive quality laboratory services. To achieve this, ASCP works centrally, building technical capacity for laboratory procedures supporting HIV diagnosis, treatment monitoring and management and accreditation preparedness.

For this mechanism to become more cost efficient over time, ASCP has adapted in-service training curriculum for CD4 testing, biochemistry and hematology and trained MOH trainers that will cascade expertise through all laboratory tiers. In addition, ASCP invests in strengthening the pre-service curriculum to ensure that competent laboratory personnel are deployed into the system reducing the need for extensive costly in service training in the long run. Refresher training conducted by local trainers will guarantee sustainable implementation.

The monitoring and evaluation plan for ASCP support includes internal and external assessments already built into the quality implementation and accreditation preparedness process; bi-monthly reports and accompanying conference calls to review progress, and review of semi-annual and annual progress reports by the lab branch.
