PEPFAR's annual planning process is done either at the country (COP) or regional level (ROP).
PEPFAR's programs are implemented through implementing partners who apply for funding based on PEPFAR's published Requests for Applications.
Since 2010, PEPFAR COPs have grouped implementing partners according to an organizational type. We have retroactively applied these classifications to earlier years in the database as well.
Also called "Strategic Areas", these are general areas of HIV programming. Each program area has several corresponding budget codes.

Object classes provide highly specific ways that implementing partners are spending PEPFAR funds on programming.
Cross-cutting attributions are areas of PEPFAR programming that contribute across several program areas. They contain limited indicative information related to aspects such as human resources, health infrastructure, or key populations programming. However, they represent only a small proportion of the total funds that PEPFAR allocates through the COP process. Additionally, they have changed significantly over the years. Sub-Beneficiary Expenditure data highlight more specific populations targeted for HIV prevention and treatment interventions.
PEPFAR sets targets using the Monitoring, Evaluation, and Reporting (MER) System - documentation for which can be found on PEPFAR's website at https://www.pepfar.gov/reports/guidance/. As with most data on this website, the targets here have been extracted from the COP documents. Targets are for the fiscal year following each COP year, such that selecting 2016 will access targets for FY2017. This feature is currently experimental and should be used for exploratory purposes only at present.

REDACTED supports the overall SI PEPFAR Mozambique strategy to strengthen GRM ministries at national and provincial levels and AFG goal to Strengthen and harmonize an integrated monitoring and evaluation system. This activity will strengthen the M&E systems of the Ministry of Women and Social Action's (MMAS) Department of Social Welfare at the national and sub-national levels by: 1) standardizing and harmonizing paper-based tracking tools; 2) supporting province-based staff to implement the tools; 3) assisting implementation of a database that mirrors paper-based tracking systems; 4) working with local OVC-related CBOs/community-based groups to ensure long-term sustainability of tools and systems and improved interaction and communication with provincial-level MMAS offices; 5) develop a national dataset for quality measures of OVC service delivery. This activity will work directly in seen provinces in Mozambique (Maputo Cidade, Maputo Province, Gaza, Sofala, Tete, Cabo Delgado, Nampula); targeting MMAS employees, women, children, and OVC. The Pilot will be implemented in two districts in each of the three Pilot Provinces; location and total number of districts to be reached through this activity is TBD. Cost-efficiency and sustainability will be attained through training of trainers approach, shifting training to the GRM, and training MMAS and providing them with the technical capabilities to conduct their M&E-related activities without USG support. The M&E Plan includes 8 indicators that generally cover % of sites using the new systems; # trained staff; knowledge levels; and # sites installed; and will report, generally, quarterly.
Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
