The AIDS Indicator Survey / INSIDA project supports goals and objectives of the PEPFAR AIDS Free Generation’s Strategic Information Technical Consideration to produce high quality data from surveys and surveillance as well as HIV Acceleration Plan goal to increase use and quality of HIV data.

The AIDS Indicator Survey / INSIDA project is a national level AIDS Indicator Survey with provincial level data for all Mozambican provinces. The survey will cover approximately 7,000 households and will include HIV testing of approximately 18,000 individuals. The sample design will allow estimation of prevalence by province, sex, and age group. To improve cost efficiency, the INSIDA will be combined with a Malaria Indicator Survey (MIS) that is also planned for the same year. In order to build capacity in country, the project is designed to mentor/collaborate with INS staff while ensuring their ownership and leadership of the process.

The monitoring and evaluation plan for these activities includes benchmark deliverables measured at specified delivery dates set by USG Mozambique, including completion of survey pilot training, pilot survey, commencement of fieldwork, completion of field work, data analysis and data dissemination.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
