The Foundation for Innovative New Diagnostics (FIND) technical assistance program supports the Mozambique Partnership Framework objective to strengthen laboratory support services for HIV diagnosis and management. Specifically, the goal of FIND support is to assist the Ministry of Health to build capacity for diagnostic testing of tuberculosis and HIV. To achieve this, FIND works centrally to guide the process of developing and implementing national plans to implement new diagnostic tools for TB and directly with select laboratories to implement TB specific laboratory quality management systems.

For this mechanism to become more cost efficient over time, FIND will develop systems for implementation of new technologies at national level and build MOH laboratory leadership to oversee implementation of national plans. Such capacities and systems within the MOH can be replicated as other new diagnostic technologies are developed and implemented within the national laboratory network.

The monitoring and evaluation plan for FIND support includes evaluation of completion of the national implementation plan; internal and external assessments already built into the quality implementation and accreditation preparedness process; bi-monthly reports and accompanying conference calls to review progress, and review of semi-annual and annual progress reports by the lab branch.

Mechanism Allocation by Budget Code for Selected Year
Care: TB/HIV (HVTB) $82,000
Laboratory Infrastructure (HLAB) $248,000
Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
