The PQM Program’s mandate is to help the GOM to assure the quality and safety of priority medicines by strengthening medicines quality assurance mechanisms in the country. PQM is USAD's response to the growing challenge posed by the widespread availability of substandard and counterfeit medicines. These medicines can cause treatment failure and adverse events, increase morbidity and mortality, and potentially contribute to the more rapid emergence and spread of antimicrobial resistance. In addition to representing a significant public health threat, these medicines also risk undermining past and current health investments.

The PQM project supports the Pharmaceutical Department/National Laboratory for Quality Control of Medicines, the Pharmacy Regulatory Authority that assures the quality assurance of medicines.

The primary focus of the PQM project will be continuing support to MoH/PD to establish sustainable system of medicines quality assurance for government and it is expected that the partner will work closely with the Ministry of Health to build ownership in strengthening the Pharmaceutical Department/National Laboratory for Quality Control of Medicines. This is a central level mechanism and there is no costing data available at the moment. No purchased/leased vehicles under this mechanism.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
