The Federal University of Rio de Janeiro (FURJ) will utilize South to South (S to S) collaboration to provide laboratory expertise and assistance to the MOH to strengthen laboratory support services for HIV diagnosis and management in accordance with the HIV acceleration Plan and the Partnership Framework goals.

FURJ works at central and provincial level to strengthen human resources capacity, develop faculty, provide post-graduate training and implement quality management systems.

For this mechanism to become more cost efficient over time a key strategy is to institutionalize programs that have historically been implemented by FURJ staff and provide the assistance needed to INS and the central laboratory department to use direct funding from CDC to implement lab quality programs. FURJ is strengthening the laboratory system by improving technical capacity, and developing local mentors to sustain mentorship and support of lab staff working towards accreditation.

The monitoring and evaluation plan for FURJ includes: bi-monthly conference calls, review of quarterly, SAPR and APR reports by the CDC lab branch staff. Additionally, the WHO Afro Laboratory Quality Checklist will be used to monitor progress towards accreditation and Laboratory Network Performance Assessment Indicators addressing domain areas of Policy, Access, Quality, and Communication will be developed.

FURJ did not have a significant pipeline and will continue to work to improve efficiency of operating costs.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds.
