HIV among Key Populations (KP) and other priority populations have concerned the public health sector. The risk of contracting among this high risk group is augmented due to risky sexual behaviors, high level of alcohol and drug abuse, frequency of consensual sexual intercourse among males, sexual coercion, lack of information and HIV testing services. This program covers 5 provinces, namely Gaza, Inhambane, Nampula, Zambezia and Cabo-Delgado provinces. Activities will target CSW, male clients of CSW, MSM, Incarcerated Populations (prisoners) and young women (and men) in pre-service health and education institutions. Core interventions include individual risk reduction package, training of peer educators and health providers, promote counseling and testing and referrals to HIV care and treatment services (Treatment as prevention for KP) as well as other health services, integrate syphilis test and treatment into KP reach-test platform, promotion and distribution of correct and consistent use of condoms (male and female) and condom compatible lubricants for CSW and their clients and MSM. Gender based violence is a cross-cutting issue incorporated through inclusion of GBV modules in training sessions for PE, in “Change Fairs” and in the prevention activities held by PE. Pathfinder will support the development of a surveillance system to allow for estimates on prevalence of HIV and STI and identification of risk behaviors among FSW and other KP groups. This partner is receiving GBVI funds. This partner will also receive OGAC PPP Incentive Funds of $1M for "Project VIDAS Scale-up for Extractive Industry: CDC & Anadarko".

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
