The Clinical Laboratory Standards Institute (CLSI) technical assistance program supports the Mozambique partnership framework objective to strengthen laboratory support services for HIV diagnosis and management. Specifically, the goal of the CLSI support is to assist the Ministry of Health to implement internationally accepted laboratory standards towards quality improvement and accreditation. To achieve this, CLSI works centrally, developing mechanisms to strengthen the national laboratory system as a whole and also directly with select laboratories.

For this mechanism to become more cost efficient over time, CLSI will develop autonomous MOH trainers amongst existing laboratory staff that will cascade expertise throughout all laboratory system tiers. Building capacity of local laboratory personnel will ensure continuation of accreditation preparedness activities. With local experts, programs will become less costly over time, guaranteeing sustainable implementation and expansion.

The monitoring and evaluation plan for CLSI support includes internal and external assessments already built into the quality implementation and accreditation preparedness process, bi-monthly reports and accompanying conference calls to review progress, and review of semi-annual and annual progress reports by the lab branch.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
