UUNICEF project goals are: 1) strengthen national and district level capacity to prevent, detect, report and respond to violence and exploitation against children and mitigate the impact of HIV and AIDS by 2015; and 2) to strengthen Social Protection for ultra-poor households through improved linkages to basic social services and increased community level monitoring of household welfare. The project supports the Global Health Initiative and the National Plan of Action for OVC 2011 – 2018, and will be implemented in Zomba and Mangochi Districts targeting vulnerable children, women and ultra-poor households. UNICEF will focus on strengthening the capacity of District Councils (DC) to lead and coordinate the Child Protection response. Through this process, the DCs will mentor and support supervision of district-level child protection structures. Social Protection linkages will be developed with MoGCSW and incorporated into their Social Cash Transfer Programme framework thus ensuring continuation after this project ends. A systems approach to addressing challenges will be undertaken to ensure sustainability through understanding and tackling the requisite changes to institutions and processes that produce the existing gap in knowledge or skills to design holistic solutions that address root causes in performance. Quarterly field visits to project sites will be conducted to monitor progress. Annual progress reports will be submitted including a review of progress made during the year and a review of issues, challenges and lessons learned. UNICEF will link up with URC/ASSIST in these two districts to scale up the national OVC Standards approach where relevant for child protection.
