In COP14, FANTA will support the Partnership Framework goals of improving the quality of care and treatment provided to Malawians impacted by HIV through strengthening health systems, strategic information, and health provider capacity to provide nutrition assessment, counseling and support (NACS) services (referred to as nutrition care, support, and treatment (NCST) in Malawi). FANTA will collaborate with the Office of the President and Cabinet (OPC), the Ministry of Health (MoH), the ASSIST and LIFT projects to accomplish the following: 1) improve the enabling environment for NCST by strengthening policies, strategies, and partner coordination; 2) increase the availability of strategic information for NCST; 3) support USG HIV treatment partners in the scale-up of NCST service delivery and management.

FANTA will bring together stakeholders to create the systems, policies, and tools to improve the enabling environment for NCST. Progress will be assessed using the project’s “Phases and Milestones of Integration of NCST into HIV Services” measurement tool. FANTA will advocate for integration of NCST indicators into national and district M&E systems, and provide technical assistance to USG treatment partners so that NCST becomes institutionalized as a key part of routine care.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.

This mechanism has no published performance targets or indicators.
